CYLC CC implements migrant young worker development plan

The CYLC CC and eleven government ministries and commissions jointly issued a plan for in-depth implementation of the migrant young worker development, the Opinion to further strengthen young farmer-turned worker development. The documents pinpointed the following ten aspects of work in serving young migrant workers: 

1. Implementation of the project to give study stipends to relevant schools. Contact private schools, occupational schools and other social training organs to serve as training co-operation organs and provide short-term practical training services to young migrant workers.
　　2. Project of assisting enterprises in training. Motivate the architecture, excavation, textile, services and other key industries to work out training plans for young migrant workers, set forth unified training standards, set up mobile schools, promote systematic industries and employer units to conduct post skills, safety knowledge and other training courses.
　　3. Launch the project of strong villages’ practical activities. Select outstanding young migrant workers to study and investigate with the support of stronger villages, study their methods and experience in building the new countryside, conduct technical training in enterprising back in the countryside, and push young migrant workers to enhance occupational skills.
　　4. Set up young migrant workers service stations to help defend their legal rights. Relying on the support of professional legal service organs or coordinating support from college and university legal societies, conduct legal consultation and legal aid and other services through organizing professional lawyers + volunteers to strengthen development of young migrant workers rights protection. 
　　5. Develop cultural and sports donations to construction sites, dormitories and communities. Mobilize enterprises, communities and grassroots League organizations to donate cultural and sports articles to young migrant workers, and keep enriching their spare time cultural lives by organizing simple and convenient cultural and sports activities.

6. Build culturalplatforms for young migrant workers. Prompt youth and children’s palaces, youth activity centers, youth center positions and other activity centers to open to the young migrant workers. Mobilize enterprises and society at large to promote mobile cultural vans and other simple vehicles to actively champion for the prosperity of migrant workers culture.
    7. Develop all forms of anti-poverty activities. Deepen the Project Hope stipend migration plan, the urban teenagers and children’s hand-in-hand co-operation with the children of farmer-turned workers, and open up special train series for young migrant workers, etc. to help them solve practical difficulties in work and lives.

8. Develop an educational program for outstanding young migrant workers in study, enterprising, law-abiding and getting rich. Educate and guide young migrant workers to establish the socialist outlook of glory and disgrace, and through practical training in applied techniques, developing technical contests and setting up advanced models, promote them to strive to become study models, enterprising vanguards, law-abiding citizens and get-rich backbone elements.
　　9. Set up League organizations among young migrant workers. Probe the new models of young migrant workers’ League organizations. Push the flexible setups of League organizations in new and renovated establishments, construction sites and communities where young migrant workers work and live in compact. Motivate enterprises, medium organs and grassroots League organizations to set up young migrant workers databanks.
　　10. Select outstanding young migrant workers and publicize their exemplary actions. Continue to develop the appraisal and selection of ten top and 100 outstanding young migrant workers in a bid to guide more of them to make progress, strive for support from departments concerned and society at large, encourage young migrant workers in enterprising in suitable sectors.
