An Overview of Exchange

 

Having kept long-term stable exchange with the HCM Communist Youth Union of Vietnam, Kim I1 Sung Socialist Youth League of Korea, Communist Youth Union of Cuba and Lao People’s Revolutionary Youth Union, and developed exchange and cooperation in the form of high-ranking delegation exchange, regular delegation exchange, large-scale youth exchange, economic and trade cooperation, human resources training, and so on.

Sino-Vietnamese Youth Friendship Meeting

The Friendship Meeting is a large-scale youth exchange program co-hosted by Communist Youth League of China and HCM Communist Youth Union of Vietnam, to implement the directives of the Party leaders of China and Vietnam. The Friendship Meeting has successfully carried out for 6 years starting from 2000, with 100-member youth delegation exchange visits as the main form. During the Meetings, the State and Party leaders of the two countries meet with the youth delegates on many occasions, and the youth of the two sides have the activities like seminars, discussion meetings, cultural exchange,and study visits.

 

 Vietnamese Young Cadres Training Program

Between2001 and 2003, in cooperation with TCL Vietnam Co., Ltd.,set up TCL Award, which funded 10 outstanding Vietnamese youth to China for training every year. Staring from 2002, ASEAN Young Cadres Training Program in Guangxi International Youth Exchange Institute trains more than 40 Vietnamese young cadres. During the year of 2003 and 2004, 4 Vietnamese Young Cadres Short-term Training Programs were held in Shenzhen supported by the aid fund of the Chinese government to Vietnam, with nearly 200 Vietnamese young cadres trained there. 

 

 

 

 

 

 

 

 

Exchange with Developed Countries

 

Principles of Exchange

 

Exceeding the differences in ideology, social system and religious belief ,reinforce the understanding of the younger generation towards the other country on the basis of  the principles of maintaining dialogue, promoting understanding, mutual learning and developing cooperation; promote the youth involvement in the development of country relationship so as to create sound atmosphere for the development of country to country relationship

 

An Overview of Exchange

 

Having conducted regular exchange programs with governmental youth agencies such as Director General for policy and coordination of the Cabinet Office of Japan, British Council, Ministry of Youth,Sport and Association Life of France, with political youth organizations like American Council of Young Political Leaders, Australian Political Exchange Council and with social organizations such as Germany-China Friendship Association, Japan Seinendan Council and Japan Junior Chamber. In the framework of national cooperation and according to the situation of counterpart countries and organizations, having developed exchange programs and cooperation such as young leaders' dialogue, young entrepreneurs’ economic cooperation and thematic seminar on youth development.

China-US Young Leaders Exchange Program

Started in 1979, its main contents are exchange programsbetween the All-China Youth Federation and the American Council of Young Political Leaders. Based on the principles of fostering bilateral people-to-people and youth exchanges, especially exchange and understanding between high-ranking young political leaders, both sides send high level delegations to visit the other country to have an overall understanding about the political, economic, cultural and social systems of the visiting country. Till now around 50 groups and 500 delegates have been involved in this exchange program.

 

China-European Youth Exchange Mechanism

The youth exchange mechanism between China and European countries have been established since 1980s, e.g. the continued bilateral youth cooperation with UK in the fields of youth workers training, youth projects study visit and youth development seminar, etc; in addition to the regular exchanges with France, the Joint Declaration on Youth Cooperation was issued in 2005 according to which a 400-youth exchange program would be carried forward; other programs include the China-Germany Youth Employment Forum, China-Finland Community Youth Work Seminar and China-Belgium Youth Center Cooperation, etc.

 

“Great-Wall Plan” Friendly Exchange Program

A large scale people-to-people friendly exchange program initiated by Liberal Democratic Party of Japan and now carried forward by the All-China Youth Federation and the Liberal Party of Japan. This program started from 1989 and continued for 13 visiting programs that consists of the inbound China visit by Japanese people from all social sectors including a number of parliamentarian and social activists as the main part and the dialogue between politicians of two countries as major activities in the fields of politics, economy, culture and sports, etc. Till now more than 1000 Japanese people including some former Japanese Prime Ministers, around 100 parliamentarian and young Japanese in all fields have successfully paid their visits to China and been met by major Party and State leaders of China.

 

China-Japan 100 Youth Exchange Program

100 Japanese Youth to China

According to the bilateral agreement between China and Japan, the Chinese government has invited around 700 Japanese youth to visit China from 1999 to 2005. Through meetings, discussions, visits and home stay activities, etc, Japanese youth overall and comprehensive understanding about the political, economic and social development of China and also engaged in various exchange activities with Chinese young people.

100 Chinese Youth to Japan

Started from 1987 and based on the bilateral protocol between the Chinese and Japanese governments, it is a large-scale China-Japan youth exchange program sponsored by the Japanese government with 100 Chinese youth invited to visit Japan annually. Up to now, around 2000 outstanding Chinese youth have been invited to visit Japan. The annual delegation consists of four sub-groups separately for youth workers, economy, regional development and education, and makes in-depth and thorough study towards the Japanese society through lectures, home stay, discussions and visits, etc.

 

China-Japan Youth Afforestation Program

From the year of 2000, the CCYL Central Committee and related Japanese organizations jointly apply for the sponsorship from China-Japan Afforestation Exchange Foundation of Japan and carry forward the program in the framework of Mother River Protection Operation. Up to now, around 1.39 billion Japanese yen has been received and 31 China-Japan Youth Afforestation Programs have been set up in 17 provinces, centrally directed municipalities and ethnical autonomous regions with afforestation area for more than 14600 hectares, 30.46 million trees planted and over 1000 Japanese delegates visiting China for exchange programs with Chinese youth. 

 

 

 

 

 

 

 

 

 

 

 

Exchange with Neighboring Countries

 

Principles of Exchange

 

Expand exchange scale, enrich exchange form, deepen exchange contents, promote youth participation in regional cooperation, enhance understanding and friendship among youth, and to actively create a good neighboring environment necessary to our modernization construction, following the principle of “ being friends and partners of neighboring countries”, based on the willingness to seek similarities while remaining differences and get along with each other harmoniously.

 

An Overview of Exchange

 

Having developed bilateral and regional youth exchange activities such as delegation exchange visit, large-scale friendly exchange, forum on specific topics and human resources training with Russia, ROK and ASEAN countries, and kept stable people-to-people exchange with youth organizations of Mongolia and other South Asian countries, within the framework of 21st Century Committee of China-Russia Friendship, China-Russia Education, Culture, Health and Sports Committee, China-ASEAN 10+1 cooperation, ASEAN-China, Japan, ROK 10+3 cooperation, the Greater Mekong Sub-region development, and so on.

500 Chinese Youth to visit ROK

According to the agreement between Chinese and Korean governments, ROK government will invite 500 Chinese youth to visit ROK every year starting from 2004. The project has been successfully carried out for two rounds with 1,000 Chinese youth from all walks of life to visit Korea by 6 batches. During their visit, the delegation did a comprehensive study to the different social realms of Korea through the meeting with local government officials, discussion meeting with Korean youth, visits to youth and children activities facilities and entreprises, home stay, visits and tours, etc.

 

China-ASEAN Youth Collective Dialogue and Cooperation Mechanism

The 1st ASEAN-China Ministerial Meeting on Youth was held in September, 2004 in Beijing, in which Beijing Declaration on ASEAN-China Youth Cooperation and Joint Workplan for the First ASEAN-China Ministerial Meeting on Youth were adopted, and China-ASEAN Youth Collective Dialogue and Cooperation Mechanism was officially established. Within this framework, the projects like ASEAN Youth to learn about Modern China, ASEAN Young Leaders to Visit China, and ASEAN Young Cadres Advanced Training Program were developed.

 

China-Russia Youth Friendship Year Series Activities

The year of 2004 marks the 55th anniversary of the establishment of the diplomatic relations between China and Russia and is also labeled as “China-Russia Youth Friendship Year”. The one-year series activities were planned and implemented within this framework as follows:

---Chinese and Russian 100-member youth delegation exchange visits;

---Chinese youth wrestle team was sent to participate in the freestyle wrestle competition in Russia;

---Special program called “Lucky 52---Competition on Knowledge of Russia” was recorded with China Central Television (CCTV);

--- China-Russia Youth Questionaire was conducted with Tsinghua University;

---On-line Competition on Knowledge of China was held with People.com;

Exchange with Developing Countries

 

Principles of Exchange

 

To develop friendly exchange following the principle of “equality and mutual respect”; To conduct practical cooperation following the Principles of “mutual benefits and common development”; To strengthen consultations and closer cooperation in international youth affairs. To consolidate traditional friendship, enhance mutual understanding and trust, strengthen mutual help and support and solidify the mass youth base for the solidarity and cooperation with the developing countries.

 

An Overview of Exchange

 

Have strengthened exchange with youth organizations of African, Latin American and Caribbean countries through the establishment of mechanism of China-Africa Youth exchange and China-Latin America and the Caribbean youth exchange;kept dialogue with youth organizations of Central Asia within the framework of Shanghai Cooperation Organization;developed practical cooperation with African, Pacific and Eastern European countries in the fields of environmental protection, youth skills training, rural development, voluntary services, etc., according to the needs of these countries.

China-Africa Youth Exchange Mechanism

The 1st China-Africa Youth Festival was held in China in August, 2004 proposed by Chinese Premier Wen Jiabao. 132 youth representatives from 44 member countries of China-Africa Cooperation Forum participated in the festival. During the festival, the activities such as the opening ceremony, China-Africa Youth Cooperation Forum, China-Africa young entrepreneurs exchange, China-Africa youth cultural exchange were held, which indicates that China-Africa Youth Exchange Mechanism has been set up primarily.

 

China-Latin America and the Caribbean Youth Exchange Mechanism

In order to implement the directives of Chinese President Hu Jintao to strengthen the youth exchange between China and Latin America and the Caribbean, China-Latin America and the Caribbean Youth Festival was held in China in November, 2005, which indicates that China-Latin America and the Caribbean Youth Exchange Mechanism was officially established. Altogether 65 youth representatives from 20 Latin American and Caribbean countries such as Argentina participated in the exchange activities including China-Latin America and the CaribbeanYouth Cooperation Forum. Within the framework of this mechanism, we will develop a series of youth exchange activities between China, Latin America and the Caribbean, so as to promote the understanding of young people to China, and explore new ways to strengthen mutual trust and understanding and to expand communications and cooperation.

 

 

 

              

 

Multilateral Youth Exchange

 

Principles of Exchange

 

Actively engage in world youth affairs and play a constructive role in the United Nations system and other international and regional youth organizations; extensively carry out cooperation with various inter-governmental and non-governmental youth organizations; positively express Chinese young people’s aspiration for safeguarding world peace and promoting common development, enhance international reputation and influence of Chinese youth and youth work, and promote the positive role of Chinese youth and youth organizations in addressing common challenges faced by all young people in the whole world.

 

An Overview of Exchange

 

Having established relations with international inter-governmental organizations such as the United Nations(UN), Would Bank(WB), International Labor Organization(ILO), international non-governmental organizations like Coordinating Committee of International Voluntary Services (CCIVS), and regional organizations like Asian Youth Council (AYC) to carry out exchange and cooperation in various fields related to youth development; participated in important global and regional conferences and multilateral activities like the World Conference of Ministers Responsible for Youth, Asia-Europe Young Leaders Symposium, World Festival of Youth and Students; engaged in draft, implementation and evaluation of international mandates such as World Programme of Action for Youth to the Year 2000 and Beyond; and held some influential multilateral youth activities in China.

Create new mechanism for international cooperation on youth employment

The ACYF established Youth Employment Network Office China in May 2005 in cooperation with the ILO, World Bank and the UN. Under the framework, a series of youth employment and entrepreneurship projects such as Youth Business China, Skills Training programme for Rural Youth, On-Line Classroom for Employment Consultancy, China Youth Employment Research Report, Know About Business,  have been carried out.

 

Human resources development projects for youth in cooperation with the United Nations agencies

In cooperation with the UN agencies and through introducing foreign financial and intellectual sources and training mechanism, the ACYF has conducted series of training and education projects targeting at grassroots youth and youth organizations. The projects invited training experts, project managers, business leaders and researchers from China and abroad to teach. Up to date, the projects have introduced foreign fund of over RMB 3 million, invited over 40 person times of international experts, trained over 2000 youth workers all over China, and sent delegations to attend international trainings and relevant conferences.

 

Non-formal education on youth health

Since 2001, the ACYF has cooperated with institutions like the UN and World Bank to carry out projects such as Combating sexual abuse and sexual exploitation of children and youth in the Greater Mekong sub-region, Integration of Youth Health Concerns into Non-formal Education: Focus on Sexual and Reproductive Health and Prevention of Substance Abuse and HIV/AIDS in Asia , Peer Education on Health among Community Youth. The projects introduced foreign fund of almost RMB 800,000, invited training experts from relevant UN agencies, World Bank and other international organizations, trained nearly 200 for peer education leaders and health education trainers, taught nearly 10,000 young people knowledge and skills on reproductive health, published training materials on youth health targeting separately at migrant youth and teenagers and launched Peer Education on Youth Health Website.
